Happy Spring! The following is a report of some of the latest happenings in District 4 from your Mayor Pro Tem, Dr. Gutierrez. The Emerging Leaders Council (ELC Youth Council) was proposed by me and created in April 2014 as a mechanism for our young adults to have a voice in local government, our city. The ELC is something very important to the future of our city. Success planning in leadership is key to a successful future. I look forward to recommending additional ELC appointments to the City Council very soon. There are currently three openings for college students between the ages of 18 to 25 to apply. Please download and submit your application from accessing moval.org. In addition to the ELC vacancies, I have been working hard to work for you! 1. Proposed and passed a transparency ordinance/resolution for all city personnel decisions. 2. Proposed a new resolution to incentivize new businesses to hire within our city, the Local Hire Resolution. This will allow residents to work in our city, for the benefit of our city. The council will vote on this resolution and program on April 28. 3. Finished touring businesses to hear their needs. 4. A new mobile app for the City of Moreno Valley exists! You can be the eyes and ears to your City Council from reporting potholes to illegal dumping. And lastly, I wanted let you know about a few upcoming events: • Free Mulch on April 25, 9 a.m. to noon, City Corporate Yard. • Beginning June 19, Friday evenings will be filled with a concert and a movie (MoVal Rocks and MoVal Movies) at the Rec Center. Please check our website for details.

Photo Caption: Crime in San Bernardino has dropped by 30 percent or more throughout the city. One reason is that there are more officers on the streets. The Police Department’s goal is to have 350 sworn officers. Current full-time staffing is reported at 295 sworn officers and 156 professional staff.
