The City of Moreno Valley is proud to announce its first place win for Innovative Use of Technology for MoVal's Digital Plan Room. The award was given at the Inland Empire Economic Partnership’s (IEEP) 9th Annual Turning Red Tape to Red Carpet Awards.

The Innovative Use of Technology award was given to the City for its implementation of an electronic plan submittal process to better serve residents and businesses. The Digital Plan Room tool became a convenient way for customers to remotely submit planning documents to the City throughout the pandemic, making it a vital resource to keep Moreno Valley moving at the speed of business. This was essential during COVID-19 to assist businesses. The City's Digital Plan Room is accessible at www.moval.org/simplicity.

"The City of Moreno Valley is committed to innovating ways to make it easy for companies to do business in our City," said Moreno Valley Mayor Yxstian Gutierrez. "Cutting through the red tape and rolling out the red carpet strengthens the local economy and helps us maintain our status as a regional leader."

The City was also named IEEP’s runner-up for the following awards:

  • Cooperation Among Cities – Business and Employment Resource Center/America’s Job Center
  • Arts & Innovation – Civic Center Amphitheater
  • Public Private Partnership – Beautify MoVal/Community Day of Service

Moreno Valley City Manager Mike Lee also received an IEEP award for Leadership in Public Service.

The IEEP is a regional economic development organization dedicated to improving the economic vitality of the Inland Empire for more than 30 years. The organization is focused on bringing jobs to the region, fostering economic opportunities, and enhancing the quality of life for residents of Riverside and San Bernardino counties. The IEEP’s Turning Red Tape into Red Carpet event honors agencies that have developed innovative ways to avoid bureaucratic red tape for the betterment of local economies and communities.
