Loma Linda City Council Returns for September Meeting as City Business Moves Forward

The Loma Linda City Council returns to the council chambers Tuesday, September 8, as city leaders continue addressing the policies, services and development issues shaping the community.

The regular City Council meeting is scheduled for 7 p.m. The September 8 meeting is part of the city's published 2026 meeting calendar, with the next regular meeting currently scheduled for October 13.

The meeting comes during a period of relatively recent change in the city's leadership. Mayor Amy Jones, representing District 3, was first elected to the City Council in July 2026. She serves alongside Mayor Pro Tempore Rhonda Spencer and Councilmembers Phill Dupper, Rhodes Rigsby and Ovidiu Popescu.

Loma Linda operates under a council-manager form of government. The five-member City Council serves as the city's legislative body and is responsible for establishing policy and adopting ordinances governing city operations. Councilmembers are elected by district to four-year terms, and the council selects a mayor and mayor pro tempore from among its members.

While City Council meetings may sometimes appear routine, decisions made at the local level can have a direct effect on residents. Issues involving development, housing, public safety, streets, city finances, businesses and municipal services ultimately move through local government in various forms.

Development and land-use decisions have been among the matters moving through Loma Linda government this year. Recent proceedings have included consideration of short-term rental regulations, city communication signs and development proposals. The city's Planning Commission also continues reviewing matters involving growth, zoning, development and beautification before making recommendations to the City Council when required.

Public participation remains an important part of the process. The City Clerk's Office prepares legislative agendas and maintains official records of City Council actions, including minutes, ordinances and resolutions, helping provide residents with access to the city's decision-making process.

For residents interested in following local government, council meetings provide an opportunity to see how decisions affecting Loma Linda move from discussion to official action.

The September 8 City Council meeting begins at 7 p.m. at Loma Linda City Hall, 25541 Barton Road. Residents can also review council information and meeting agendas through the City of Loma Linda's official website.
