MoVal Gets a Digital ‘Leg Up’ with ICMA Grant

 The City of Moreno Valley has been selected as one of only 15 local governments nationwide and the only one on the West Coast to join the 2025 ICMA Economic Mobility and Opportunity (EMO) Peer Learning Cohort and Grant Program.

 

“Moreno Valley is committed to helping our residents climb the ladder of opportunity,” shared Mayor Ulises Cabrera. “This grant will help to provide additional resources for improving digital literacy, one of the biggest barriers to upward mobility, and it ensures our community can keep pace in the digital age.”

 

Backed by ICMA and made possible with support from the Gates Foundation, the EMO mini-grant provides $20,000 to support local efforts to expand opportunity, particularly for vulnerable populations. With the help of these funds, Moreno Valley will focus on analyzing and addressing gaps in digital literacy to empower residents and open more doors for economic growth.

 

City staff will engage in a rigorous, evidence-based training program alongside national experts and other cities to develop innovative, data-informed strategies. The initiative also includes opportunities for peer learning and coaching, with the first cohort meeting set for Baltimore, MD, this year.

 

This marks another milestone in Moreno Valley’s mission to lead the Inland Empire with innovation and equity. Learn more about the 2025 ICMA EMO Cohort here.
