First 5 Riverside County and Supervisor Gutierrez Celebrate New Child Care Classrooms in Moreno Valley

First 5 Riverside County and Riverside County Fifth District

Supervisor Yxstian Gutierrez will celebrate the completed construction of new infant and

toddler child care classrooms at the Jan Peterson Child Development Center during a

ribbon cutting ceremony on Monday, June 15.

The project was funded through a partnership between Supervisor Gutierrez’s office and

First 5 Riverside County. Supervisor Gutierrez’s office approved $1 million in American

Rescue Plan Act funding, which was matched with $1.4 million in Proposition 10 funds

through First 5 Riverside County to support completion of the project.

The new classrooms will expand licensed child care capacity in Moreno Valley once

operational, creating space to serve 36 infants and toddlers. The project also includes

outdoor site improvements, including a new playground, water-play feature and shade

structure.

“When First 5 brought along this idea that we can use some of this funding to expand

slots, I was really supportive of that because there is a huge shortage” shared

Supervisor Gutierrez.

The need for infant and toddler care is especially urgent in Riverside County. Local early

care and education data show that thousands of eligible infants and toddlers remain

unserved by subsidized child care, leaving many families with limited options during the

earliest years of a child’s development. For working parents, the shortage can mean

choosing between employment, reduced hours, unreliable care arrangements, or

leaving the workforce altogether.

Investments in early childhood generate long-term public value. For families, the cost of

care can consume a significant share of household income, especially for infant care.

Investing in child care infrastructure addresses an immediate family need while building

stronger community conditions for the future.

By building sites like the Jan Peterson Child Development Center, Supervisor Guiterrez

and F5RC are creating conditions to improve family economic stability and give young

children access to safe, supportive early learning environments. Additional infrastructure

projects are underway, and F5RC will share more information as those projects reach

completion.

Media interested in attending the ribbon cutting ceremony should contact the First 5

Riverside County Public Information team.
